Background
ISBAK, established in 1986, is a leading provider of Traffic Management, Communication, Vision, and City Safety Management Systems throughout the Istanbul municipality. As a crucial player in urban traffic management, ISBAK deploys and manages Electronic Detection & Safety (EDS) systems across Turkey. These systems utilise Automatic Number Plate Recognition (ANPR) and advanced video analytics to identify and monitor 13 different traffic violations, aiming to enhance road safety, reduce congestion, and minimise environmental impact.
Project Overview
ISBAK, in collaboration with 4Sight Imaging Turkey, required a sophisticated solution that could not only meet their operational needs but also comply with international safety standards and the stringent Turkish Standards Agency (TSA) performance and security requirements. The project aimed to:
- Design & Certification:
- Develop an ANPR and video analytics hardware/software solution.
- Ensure compliance with international and TSA standards.
- Vehicle Identification:
- Accurately determine the make, model, and colour of 64 different vehicle brands (e.g., Ford, Opel).
- Classify vehicles into five categories (Car, Bus, Truck, etc.).
- Security Compliance:
- Implement security protocols in line with TSA standards.
- Develop connectors for secure data transmission via the National Police Network (POLNET).
- Traffic Enforcement System:
- Deliver an integrated system capable of monitoring up to four lanes of traffic with a single camera.
- Deploy 700 ANPR/Analytics engines and 700 secure USB dongles for software licensing.
Challenges
The project posed several challenges, particularly the need to integrate varying business logic for thirteen different traffic enforcement applications. Each application required specific configurations to ensure accurate detection and evidence collection before transmitting data to the ISBAK enforcement back office. The complexity of these requirements made this project especially demanding, yet it provided an excellent opportunity to showcase Tektrans’ capabilities.
Solution & Implementation
Tektrans successfully delivered a comprehensive ANPR and video analytics solution that met all the specified requirements. The solution enabled ISBAK to enforce traffic laws efficiently across Istanbul by:
- Ensuring precise vehicle identification and classification.
- Implementing robust security measures.
- Providing a scalable and reliable enforcement system.
This system has significantly contributed to reducing traffic violations, congestion, and associated environmental impacts in Istanbul.
Outcome
The project was completed on time and within budget. Following the successful implementation, ISBAK and 4Sight Imaging Turkey have recognised Tektrans as their primary partner for ANPR and video analytics solutions. This partnership has also led to the joint development and TSA certification of next-generation Average Speeding systems, further strengthening the collaboration between the organisations.
